The Parsons siege dissolves in the opening arc - the investigation revealed as scaffolding for a deeper game, the team reinstated - and the season then does the hard thing on screen: Ziva, done with the violence her life keeps choosing for her, stays in Israel. DiNozzo finds her at the family farmhouse burning her ties one list-item at a time, and their tarmac goodbye - a kiss years in arrears, and her 'aht lo levad' answered at last - writes her out with the dignity the character earned across eight seasons.
The chair does not stay empty. Eleanor Bishop arrives from NSA mid-season - married, methodical, sitting cross-legged on the floor amid her case notes - and the show runs her probationary year as its own gentle arc while the casework spins up a new threat file: Parsa, a terrorist financier whose network keeps brushing the team's cases until the collision goes personal.
The year closes its other long account quietly: Gibbs' father Jackson passes between episodes, and the season's endgame - Parsa ended, Bishop blooded - hands the team its next shape.
